Yeah this wasn't really mentioned in the game but I assume they're massive augmented soldiers on "high pay", though they're pretty much in-human. There are guards in game that'll mention they hope to get promoted to commando. I'd like to think their promotion is really when they're incapacitated and killed off, then turned into these monstrosities of metal to carry on their service.

Basically, think Robocop.

I thought they were wearing a suit as well, and they only speak when they're attacking or noticing something.

Otherwise, when in the labs, all the guards, including the MIBs, talk to you, except the MJ12 Commandos.

Well, theres two possiblilties:
1.MJ12 Commandos are like the Strogg from quake, humans made into robots

2.There just normal people wearing and exosuit or biosuit like ironman
